Service voucher tax relief in 2026: who still qualifies?
In 2026, only Wallonia still grants a tax reduction: €0.90 per service voucher, on the first 150 vouchers bought per person. Brussels ended it for vouchers bought from 1 January 2026, and Flanders from 1 January 2025.

Are service vouchers still tax-deductible in 2026?
No, except in Wallonia. A service voucher bought in 2026 only gives a right to a tax reduction if the buyer lives in the Walloon Region: €0.90 per voucher, on the first 150 vouchers bought in the tax year. In Brussels, the tax advantage is gone for every voucher bought since 1 January 2026. In Flanders, it has been gone since 1 January 2025.
Service vouchers are a regional matter: each region sets its own price, quotas and tax regime, with no coordination between the three. An amount you read on a Walloon website therefore never applies to a Brussels household, and the reverse is just as true. The full price list for the three regions, checked on 11 September 2026, is on our 2026 prices page.
| Region | Vouchers bought in 2026 | Relief per voucher | Tax ceiling |
|---|---|---|---|
| Brussels | no tax advantage | — | abolished since 01/01/2026 |
| Wallonia | tax reduction maintained | €0.90 | 150 vouchers per person per year |
| Flanders | no tax advantage | — | abolished since 01/01/2025 |
Two regions out of three have closed the door within two years. For a reader living in Brussels, the question is no longer how much will come back next year, but what the final price of one hour is — and that final price is the amount paid when ordering from Pluxee.
What tax reduction is left in Wallonia, and on how many vouchers?
The Walloon Region grants €0.90 of tax reduction per service voucher, on the first 150 vouchers bought during a tax year, which is a maximum advantage of €135 per person per year. The amount is fixed and independent of the face value of the voucher: it does not move when the Walloon voucher price rises, as it did on 1 July 2026.
- €0.90 of tax reduction per service voucher bought (Walloon Region, position on 11 September 2026)
- on the first 150 vouchers bought during the tax year
- so €135 at most, per person and per year
- each partner is entitled to their own 150 vouchers, provided each has their own Pluxee user number
The separate user number is the practical half of the Walloon rule, and it is the half people forget. Two spouses or cohabitants who order all their vouchers under a single user number share one ceiling of 150 vouchers. With two separate Pluxee user numbers, each of them gets their own reduction.
When the tax actually due is too low to absorb the reduction, it is converted fully or partly into a refundable tax credit. That word « partly » matters: a full refund is not guaranteed, it depends on each taxpayer's own situation.
One last point that is often misread: what counts is the vouchers bought, not the vouchers used. The Walloon service voucher portal puts it plainly — the tax deduction concerns vouchers that were bought, not vouchers that were used. A voucher paid for in December 2026 but handed to the home cleaner in 2027 therefore counts for the year of purchase. The number of vouchers already deductible is shown in the Pluxee secure account.
Why did Brussels abolish the tax advantage on 1 January 2026?
Brussels Economy and Employment announced the abolition together with the pay rise for home cleaners: tax deductibility is abolished for service vouchers bought from 1 January 2026, and the measure accompanies that pay rise. Both Brussels decisions were published together, alongside the voucher price increase of 1 January 2026.
For a Brussels household the consequence is immediate. A service voucher bought in 2026 costs €11.40 for the first 300 vouchers per person per calendar year, then €14.00 from the 301st to the 500th. For a whole household, the first tier covers 600 vouchers at €11.40 and the next 400 at €14.00. That price is the final cost: no tax reduction will be subtracted from it the following year.
What the price buys has not changed: one hour of work by a home cleaner on a salaried contract, declared, insured and supervised by an accredited company. Abolishing the tax advantage changes neither the cleaner's employment contract nor the rules on using the vouchers.
What changes in Brussels, and what does not
What changes: service vouchers bought since 1 January 2026 give no right at all to a tax reduction in the Brussels Region.
What does not change: one voucher still pays for one hour of work, and the quotas remain 500 vouchers per person and 1,000 vouchers per household per calendar year.
I live in Brussels: can I still deduct vouchers bought in 2025?
Yes. The deduction still applies in full to every Brussels service voucher bought before 1 January 2026. For those 2025 purchases, the reduction is 15 % per voucher, capped at 172 vouchers per person per tax year.
This is a transitional regime, not a right that carries on: it covers only vouchers already paid for in 2025. Purchases made from 1 January 2026 give no right at all in the Brussels Region, whatever date those vouchers are later used on. The purchase date governs, not the date of the cleaning visit.
The matching tax certificate was sent by Pluxee in March 2026, for vouchers bought in 2025, and it can also be downloaded from the Pluxee secure account. That certificate is what you use to check the tax return covering 2025 income.
Since when has Flanders given no tax advantage at all?
Since 1 January 2025, with no transitional year whatsoever. The official Dienstencheques Vlaanderen portal is explicit: dienstencheques have given no right to a tax advantage since 1 January 2025, and no tax certificate is issued at all from 2026 onwards. Vouchers bought in 2025 and the following years therefore give nothing.
The Flemish legal basis is published and verifiable: the Programmadecreet bij de begroting 2025 of 20 December 2024 repeals, in its articles 50 to 53, articles 145/21 to 145/23 of the 1992 Income Tax Code, which governed the tax reduction for wijk-werken and dienstencheques. Article 79, 5° of the same decree sets its application to tax periods beginning after 31 December 2024.
That is the difference between the two regions that dropped the advantage: Flanders left no transitional regime at all, whereas Brussels vouchers bought in 2025 do remain deductible. On price, a dienstencheque costs €10.00 for the first 400 vouchers per person per calendar year, then €11.00 from the 401st to the 500th — and for a household, €10.00 for the first 800 and €11.00 for the next 200.
What happens if you move from one region to another?
What decides is your address on 1 January of the year following the purchase. The Walloon service voucher portal words the rule this way: the amount of the reduction depends on the place of your main residence, as recorded in the Population Register, on 1 January of the year following the purchase.
In practice, for service vouchers bought in 2026, the situation on 1 January 2027 is what counts, not the situation on the day of purchase. A household that leaves Wallonia for Brussels in November 2026 and is registered there on 1 January 2027 gets no Walloon reduction on its 2026 purchases. Moving the other way produces the opposite result.
Do not confuse this tax rule with the accreditation rule, which is a separate matter: the company doing the work must be accredited in the region where you live. Milhomem Group works in Brussels, Walloon Brabant and Flemish Brabant; the municipality-by-municipality detail is on our service areas page.
Will you still receive a tax certificate from Pluxee, and when?
It depends on your region. In Wallonia, yes: on 1 March every year Pluxee sends a tax certificate, which can also be downloaded from the secure account, and the amounts are filled in automatically on the TAX ON WEB return.
In Brussels, the certificate sent in March 2026 covered vouchers bought in 2025. Since purchases made from 1 January 2026 give no right at all, there is no longer a Brussels amount to declare for them. In Flanders, no tax certificate is issued from 2026 onwards.
One piece of advice that applies to Wallonia: check the pre-filled amount before confirming your return. The number of service vouchers already deductible appears in the Pluxee secure account, and that counter tells you whether the ceiling of 150 vouchers has been reached. For how the system works in general — registration, ordering, validating each visit — our page on how service vouchers work covers the whole process.
What does an hour of home cleaning really cost in 2026, after relief?
One service voucher pays for one hour of work. The real cost of that hour, tax relief included, is therefore €11.40 in Brussels, €10.00 in Flanders and €9.70 in Wallonia — the last figure applying only to the first 150 vouchers of the year.
| Region | Price of 1st voucher (per person) | Tax relief | Lowest real cost |
|---|---|---|---|
| Brussels | €11.40 | none since 01/01/2026 | €11.40 |
| Wallonia | €10.60 | €0.90 on 150 vouchers | €9.70 |
| Flanders | €10.00 | none since 01/01/2025 | €10.00 |
€9.70 is not the price of a Walloon voucher
The net cost of €9.70 in the Walloon Region assumes two conditions. It applies only to the first 150 vouchers of the tax year: from the 151st to the 175th voucher per person the real cost stays €10.60, and it rises to €11.60 from the 176th to the 400th.
It also assumes enough tax due to absorb the reduction. Failing that, the reduction is converted fully or partly into a refundable tax credit — so the amount actually recovered can be lower than €0.90 per voucher.
A Brussels example, since most of our clients live there: three hours of cleaning a week comes to roughly 13 service vouchers a month, so €148.20 at the Brussels rate of €11.40 per voucher, with nothing to recover the year after. The budget announced is the budget paid, which makes the arithmetic simpler than it was before 2026.

What clients ask us
Can I deduct vouchers used in 2026 but bought in 2025?
In Brussels, yes: the deduction follows the purchase date, not the date of use. Brussels service vouchers bought before 1 January 2026 remain deductible at 15 % per voucher, capped at 172 vouchers per person per tax year, even when they are used in 2026. In Flanders, no: vouchers bought since 1 January 2025 give no right at all.
Are my partner and I each entitled to the Walloon reduction?
Yes, provided each of you has their own Pluxee user number. Each partner then gets the reduction on their own 150 service vouchers, so up to €135 each per year in the Walloon Region. With a single user number for the household, there is only one ceiling of 150 vouchers.
I pay very little tax: is the Walloon reduction lost?
Not necessarily. When the tax due is too low, the Walloon tax reduction is converted fully or partly into a refundable tax credit. The conversion is therefore not guaranteed at 100 %: it depends on your own tax situation.
Do the Walloon tax ceiling and the price tiers line up?
No, and that is a common confusion. In the Walloon Region the price has followed its own tiers since 1 July 2026: €10.60 up to the 175th voucher per person, €11.60 from the 176th to the 400th, €12.60 from the 401st to the 500th. The €0.90 tax reduction, on the other hand, stops at the 150th voucher. The two ceilings do not coincide.
